Seems retarded to default Japanese audio, yet default signs-only subtitle.
i will not bully you here
Back in my day we argue with teenagers on the internet about atheism and how Japan is superior to other countries. Nowadays, as soon as we say Japanese dubs are better, we get bullied for it. Last 10 years, anime has exploded in popularity, and we've gotten more content because of it. But in the process, anime has lost its roots and soul for the majority. It used to be a niche interest, watched by a select, elite minority but now it's become so mainstream that everyone watches anime.

defaulting signs-only is standard. You default both the english dialogue and signs track, while ALSO marking the signs track as "forced" - a properly coded player reads this as "default forced" meaning it's a default in a separate "forced" category from non-forced tracks. You can have multiple "forced" tracks, so it needs its own default selector. And English "forced" subtitle tracks only load when the audio track is English. The language mark has to match. Also an anime is "complete" without english dub. English dubs are accessibility tracks/features for reading-disabled people or ADHD idiots and are not a critical piece of the art nor intended by the original creative team. A complete work is whatever the original creative team/director put into it.

Subtitle timings are off by 1 second precisely in episode 7. Both tracks it seems like. Tested in two different players on two different devices. Fixed with: mkvmerge -o '[CBT] Black Bullet - 07 (BD 1080p Hi10 Dual Audio)-FIXED.mkv' --sync 4:1000 --sync 5:1000 '[CBT] Black Bullet - 07 (BD 1080p Hi10 Dual Audio).mkv' Should fix both the DDY and Underwater subs for this episode.

Episode 8 has the same issue. This is a broken release.

Final accounting: Episodes 7, 8, 10, and 12 all have a timing offset of 1 second in the dialogue tracks. Confirmed broken release. The mkvmerge command I pasted above fixes all of them, just have to switch episode number in the two filename spots each time. Pasting again: mkvmerge -o ‘[CBT] Black Bullet - 07 (BD 1080p Hi10 Dual Audio)-FIXED.mkv’ --sync 4:1000 --sync 5:1000 ‘[CBT] Black Bullet - 07 (BD 1080p Hi10 Dual Audio).mkv’ It's possible the Signs & Songs track is also wrong, but I do not give a shit about S&S tracks or dub releases in general. I deleted the english audio and S&S tracks from all the episodes before noticing there were issues in any of them, so I don't know if anything is wrong with the S&S tracks for people who have them. If someone else tests and finds out that the S&S tracks are also wrong in those episodes, my command will still work, just do --sync 3:1000 (3 being the S&S track ID). If you already synced tracks 4 and 5 previously, remove those phrases from the command, otherwise you will de-sync the dialogue subtitles even more in the other direction. The "1000" is milliseconds, so if the S&S track is wrong by a different amount of time, adjust as needed. If you need to sync in the opposite direction, you can specify it as a negative number, for example --sync 3:-1000. Naturally, decent video players let you adjust subtitle timing during playback with shortcut keys and everything - but that can be annoying and I'm offering this here as a permanent fix for people who get tilted by broken "high quality" releases.
