Unfortunately, I can't really tell who translated it (probably random masters way back in 2009?), but the translation was spotty. Special 4 (Tulip Beach Stories) translation seems to have the same origin. For the rest, it's my OTL. Episode 0 has this strange number because it was originally released as a limited-edition video for the winners of some Super Famicom lottery in late 1993. Later, on December 28, 1998, it was released again as "Vol.0" for general sale when the rest of the OVA was released. So kind of a similar situation to You're Under Arrest OVAs and TV (which we've also done, but marty decided to stall to kingdom come, duh). As for Special 4 "Tulip Coast Stories," it was originally included in the Windows game "TwinBee Paradise in Donburi Island" in 1995. Later, it also was included as bonus footage when "Vol.0" was released. So yes, technically speaking, both of these episodes could be considered separate shows, but most databases either lump together all the "normal" episodes, or the specials, or all of it into a single entity, and honestly, it's too late to try to put it right now. Indeed, 5 years have passed between those episodes and it shows. The 1999 parts (episodes 1-3) switched to digipaint and it's a considerable visual downgrade. Each special (except #0) serves as a mini-addition to one main episode, so it's recommended to juggle them like *OVA 0 > Tulip Beach Stories > OVA 1 > Special 1 > OVA 2 > Special 2 > OVA 3 > Special 3.* This anime contains imagery, words, and themes that are absolutely problematic or offensive.
